Most people here will not guess to what your problem is. Provide your game.log.txt file. Copy and paste this to pastebin. Log is found at Documents/American Truck Simulator for a default install.
Removing mods from a profile is never a good idea. You can cause your profile to go corrupt with no chance of saving it. You create a new profile and do not add mods to it when you want to check something in the game.
If you want us to just guess, please state so.
The game has a completely new render engine and you'll need to change your settings to find the optimum configuration for whatever hardware you run it on.
Older GFX cards may not be able to run it at excessive detail and scaling levels, or with some mods that cause fps problems.
Aim for a capped frame rate of 60 fps running smoothly with no lagging or stuttering that looks good to you, there is no point in trying to run at 120 fps, it isn't a shooter game.
There are many threads on here addressing this, some with suggested settings, but every PC is different, you have to find your own sweet spot.
An RTX3050 will easily play smoothly @60 fps, with sensible settings, not trying to run it in 4K @120fps.
