Maybe not the definitive (for sure not correct) answer, but when I choose to follow the maintenance recommendation, and the tires alone are responsible for the workers at weigh stations say my whole truck isn't on perfect condition, I fully change them.

In-game I usually go by the "Service recommendations". At about 30 % wear of the wheels it suggests to replacing them rather than repairing them.

In real life, idk. In my country I think it is illegal to drive when the there is almost no grip pattern left on the tires. Responsive drivers change tires long before that...

I always change them at 20% or close to it.

As for repair: I always repair everything, changing is only at 20% or above.

I just repair everything whenever I'm at a repair shop when at least one part is over 10%.

irl though, tires need replacing every 6 or 7 years or so when not taking wear from driving into account.

When you can't steer or when they give you violations. Just like real life. A great mod would be road gators and retreads. :)
