If you have FPS issues then you need to lower your settings.
Edit: Your CPU is already below minimum specs.
Edit 2: Nvm, it seems to be very close in capabilities as the minimum spec CPU. So it highly depends on your GPU.

If you can you should get a used dedicated GPU for your system though you should upgrade very soon as you are basically below minimum specs. The future updates for the game are likely to leave you behind further.
As for FPS issues: Only current solution for you is bringing everything down to the lowest setting possible.
I'm going to suggest a couple of changes to you specifically. This more than likely will not work for the OP.
1: Go to Documents/American Truck Simulator and open config.cfg with notepad. Scroll down to uset r_buffer_page_size "10". Change the 10 to 30.
2. Scroll down to the bottom to uset t_averaging_window_length "20". A good starting point for this is double your monitor refresh rate. Example if you have a 75Hz monitor then set this to 150.
Save the changes and then try the game.
