Try some decimal values. ;)
You may need to play with one or more of them to get things how you'd like, but to give an example, these are the values I use with my T300RS wheel:
config_lines[43]: "constant c_ff_hi_spd 1.000000"
config_lines[44]: "constant c_ff_lo_spd 0.700000"
config_lines[45]: "constant c_ff_fricton 0.880000"
config_lines[46]: "constant c_ff_engine 0.060000"
config_lines[47]: "constant c_ff_surface 0.900000"
config_lines[48]: "constant c_ff_bumps 0.850000"
config_lines[49]: "constant c_ff_collis 0.900000"
config_lines[50]: "constant c_ff_gearbox 0.320000"
config_lines[51]: "constant c_ff_undrstr 0.500000"
I have the engine value set to 0.06 because going much higher than that causes my wheel to shake constantly and is a bit annoying to me. ;)

Windows>Settings>Apps>Apps and Features
This setting is the overall amount of FFB applied and IIRC the default is 5.0 with a possible range for of 0 - 10, and if you have it set to 0 then you get no FFB. ;)
The values I listed previously were the individual FFB hooks for the named types.
