As long as we keep buying DLC, SCS would like to keep adding to ATS. Including Canada and Mexico.
Just as a friendly warning before putting your horses there, pay attention to what appears when you use mods of any sort:
The game contains unauthorized mods. No support is available for modified game. In case of problems or crashes try to remove your mod packs!
The plan, currently, is to do the 48 continental U.S. states. SCS would like to go, eventually, North into Canada and South into Mexico. We are voting with our wallets on how far they will go.
As for your "America" confusion, the game isn't America Truck Simulator. It's American Truck Simulator. The common conclusion drawn by the more dedicated fans is that it's a game that Simulates American Trucks and driving those in places resembling those which would have those truck designs, such as the United States, Canada, and Mexico.
I'm not going to watch that video, I'll just do this as a time thing....if it takes SCS 5 months to do one state DLC, as they have team members literally drive the state before building it...the US alone will take over 5 years to complete.
A province in Canada is HUGE. Add a year for each of those, and you said South America (using the "all America" approach), meaning you would have to add Central America...
I will go under the assumption that...
well, I would be dead before it was complete, and I would figure most of the team would have to be replaced, along with never finishing it because they would go bankrupt from all the travelling they would have to do. Also, you're not going to do all that with electric cars, if that ever becomes the only mode of transportation being forced to be a thing.
I know, the math isn't accurate, but, the expectation that they would complete 2 continents in our lifetime, seems very unreasonable.
In comparison to ETS, I feel there is a lot more detail given in ATS. That's probably why they pump out the countries there faster.

I could not stand the quality of C2C or any of the Canadian stuff other than ProMods Canada. Alaska: North to the Future is worth picking up. I also run Great America by Voith on Patreon. Basically I follow GMC Logistics Map Mod load order, they make it super easy by providing Mod version numbers and providing links.
I am currently running 196 Mods in one profile and I am about to add one more for some new California content that was just released on truckydotio. Your game is currently good but it could be fantastic.
But if Reforma is made like ProMods, the main quality of it is probably only adding roads that wouldn't exist in game by default, like roads where semis are prohibited, and reusing existent assets of the game - the latter is something you see some players bashing the devs for, no matter how many new assets they create, yet they forgive modders for doing the same.
C2C is a pretty decent job considering it's literally a one-man job. But in the end, no matter if it's Reforma, ProMods or C2C, all they are just excuses to have more roads to go, no matter the quality or if we can realistically go there. That's why I prefer to wait for something official. Not only for that, but also I don't have to worry about having separate profiles for a modded map and play it without the newer game features.
