What is the file you are trying to edit, may be able to go into better detail to help you.
If you are looking to edit mod files that are just SCS you simply need WinRAR to compress and 7zip to extract.
Use right click the .scs file and extract the files with 7zip. Edit the file you are looking to edit with word pad.
Select all of the files, right click, and hit add to archive with WinRAR. Change format method to ZIP, Compression Method to Store, change the name at the top to what ever the mod is called with .scs. Example would be EngineMOD.scs and hit OK.
Drag that .scs file back into the mod folder, go to the mod manager and enable it.
Odds are you can do this process with just 7zip, I just happen to like WinRAR.
Promods has a great tutorial for this, this one is for ETS2, but I am sure it can be adapted.

Seems their is a map editor done through the console? I didn't read it in depth, but it seems like it could be cool to try.
