Personally, I would do distance up to 3, then Hazardous all the way, then keep High Value, Fragile and Just in Time balanced as you gain levels. Save Eco til the end.

So my order was this:
- 1 in Long Distance (+100% XP)
- 1 in Fragile (+88% XP)
- 1 in Just in Time (+80% XP)
- 1 in High Value (+72% XP)
The extra benefit is you immediately spread your options for good cargo as you quickly level up in the first levels. Also you can be lucky an get jobs with a double bonus.
Then I went further like this:
-1 in Just in Time (+120% XP) This is the only one that gives extra XP beyond level 1.
-2 in Long distance to unlock jobs all over the map
-6 in Hazmat to unlock all of those
Now I'm just equally leveling fragile/just-in-time/high value. I will do one in between somewhere for long distance just in case Arizona DLC will pop up some time, so I will be immediately ready to take jobs over a 1000 miles.
Eco will be the last one since I don't see the need for that anyway.

With the current size of the map, 3 points in long distance is enough to unlock jobs from anywhere to anywhere. When Arizona is out you probably want 4.
The rest is up to you, I don't think putting any more than 1 into fuel is worth it until you have everything else (apart from distance, given the current map size) maxed.
Doesn't the company provide you with enough gas to make the trip anyway in quick jobs?
Not always. If it's a short distance, they'll give you enough. But if you have enough long distance skill points, you may need to refill somewhere down the line when the tanks start running dry. Don't worry, though! The employer will cover the cost.
