I have never had an issue Alt tabbing out of ETS or ATS. I always fire up Spotify or podcasts in the background while I play.
So far only Fallout 4 has been crashing using the alt-tab method. So I am not sure about ATS. I will give it a shot and see how it goes
But even if you do...I wonder; could you try using the Steam overlay browser? That shoudl work, provided it doesnt'cut out totally whenever the overlay isn't active.

If I had a Steering wheel etc, I thought Id add a dashboard stereo, and just play music through some external speakers with my fave radio statios, like get a tape pansonic.
That what you most likely are searching for is called a Media Player in which you could use playlist, add the Radio stations in it (if they provide external playlist) and could switch between the entries with a key on your keyboard.
