Of course, YMMV.
I remember a discussion between Squirrel and SCS CEO a few months ago, and the CEO agreed that in ETS2 there's way too much money to be made. So they might be scaling it down in this game (with the added factor of $1,000 fines which people talk about, to keep your revenue lower).
Only reason I said was because for the achievement to discover agencies in ETS2 you had to do that. I'm probably wrong ^^

I think a drive-by gives you a DISCOVERY which gives you 1 driver in the Waiting Room, but you have to drive in to turn them yellow which goes towards your 100% of the map EXPLORED. So in your case 8 discovered = 8 Drivers with more Maps there will be more Agencies to expand the Driver pool. I may be wrong but it sounds logical.
Now back to the Yellow Brick Road heading for an All Yellow Map.

Beside cheating money and levels only I traveled around to in order to discover all the garages and all the work agencies and I have completed a lot of works (both quick and freight) so my "numbers" in this answer are correct.
