Perhaps if the trailer is not parallel enough to the rest stop?
I had to jokky back and forth to get the rest stop pop up window.
if i remember well, you are not obligate to have always your trailer with you, you can drop it somewhere no far in the same parking or more far if they have no place and search the place only with your tractor, it's more easy, but don't forget to take your trailer before going again on the road, i view one making this and they have view they have forget her trailer only when they have arrived at her destination ha ha ha
I don't think it's a bug. It's just that some spots aren't big enough for the tractor and the trailer both, so you need to drop the trailer first in those spots and then park the truck.

Personally I've never had any trouble parking up with a vanilla trailer regardless of the combination length - just that at the highest combination lengths *some* parking slots require a little bit of attention to alignment as they get a little bit tight. There's like, maybe one or two of these slot types in the game. One is the motel left side slot for certain, the other I think is one of the service centre types, the single slot at the entranceway. If there *is* a bug here, I haven't hit it yet.
Only with oversize mods have I ever needed to unhitch in order to trigger a rest slot. Some of those I've even had some trouble with at the truckstop slots - and those are pretty long slots.
There's also no need to actually park the trailer somewhere else then park up the truck in the slot. You can just park the combination vehicle right up in the slot and as long as the tractor is comfortably inside the slot you can just unhitch the trailer right there.
You don't have to move the tractor at all, just unhitch and you should be able to hit 'enter' to sleep. When you do it this way often the pop-up advisory message (telling you to press 'enter' to sleep) doesn't appear but you'll still be able to hit 'enter' to sleep.
If you do park up this way and you're using the new advanced trailer hitch option, be sure to leave some room ahead of the tractor as you may need to advance a little to clear the turntable then back up into the king-pin again to hitch the trailer back up.
And yet others have reported having problems specifically with these types of rest areas. If this indeed is a problem with the game and not mod related in any way, it's a pretty elusive and variable little bug. I'm not saying I don't believe you, just that it's both pretty uncommon as well as unusual.
