I agree, if speeding tickets were say only $100, i would probably speed everywhere despite seeing police. I think it makes you actually watch your speed and pay attention to the speed limits.
Yes tickets are supposed to be deterrents and not minor inconveniences.

Pick up cargo, deliver cargo, collect money. Don't Speed, Don't Crash, Obey all the laws to avoid fines. Easy.
There is a difference between difficulty and immersion breaking. $1000 speeding ticket? Are you serious? In a city, going three miles over the limit?! This is the definition of immersion breaking, so I am all for mods that reduce these fines to more acceptable (subjective) levels to like half, or 75%, perhaps?

Yeah i could never play something like this without the Money and Business aspect. It makes you feel like your growing and accomplishing Goals. Kind of why "Clicker" Games are so addictive.
