Also like Wolfgang said, this is probably a good opportunity for "Spring cleaning" and getting rid of dead mods or mods you don't really use or like. Even if they don't affect anything now, they may in a future update.
You could (also) have several folders with a specific set of mods for each profile and switch mod folder before you start the game, but I suppose that could be cause for issues when you forget to change them, or recall which is what :-)
In any case, you'd have to copy the Steam mods to your local mod folder and of course make sure there aren't any mods you don't want in any profile, or outdated, etc,...
Anyhoo, it's just a thought.
I use an easier way. I have a text file with all the mods I use in the correct order. I can simply copy its contents into the corresponding *.sii file and delete any mods that may not be needed there.
(Since editing the *.sii files is not for beginners, I will not provide any instructions here.)

You could make this easier using a program like JSGME, though setting the directories up would take a little learning. I love JSGME, I use it more than MO2 or Vortex so I'm kinda biased.
I'm aware of the file mentioned by H.G.B., but not familiar with what can be done with it.
I edit the files profile.sii and game.sii (under save/autosave).
