Some like to play with vsync off or use gaming monitors with 120 or 144hz refresh rate.
I think it's safe to say that PCIe bandwidth isn't the issue in this case, a GT 730 is not even going to saturate a PCIe 1.0 x4 (x16) lane.
I play a steady 90-120FPS with a 144hz monitor. It all depends on your equipment.
To the OP I think it is just time to update your hardware.
This is the same problem for me.. I hope they fix it soon.

a little trick i have for people who struggle with FPS issues in any game is to completely drop all settings to the lowest possible, run the game for a fair amount of time so that all components of your PC are up to loaded temps, then adjust your settings such as scaling, textures etc, all the main settings that will make the game look better, once you get a steady higgh FPS, then you can experiment with other settings such as Shadows, vegetation etc, VSync is a must otherwise FPS will rocket around from 60+ down to 10 in a matter of seconds.
Im not a complete no it all but PCs are my daily work so i know a thing or two about specs and the best ways to get performance.
If your FPS is low, consider giving your whole machine a clean because some FPS issues can simply be down to bad cooling, i give my rig:

A complete deconstruction, clean and rebuild ever 2-3 weeks to keep air flow from intake to Exhaust as clear as possible allowing my card and CPU to get as much cooling as possible, which gives better performances, even if outside temps are high.
Although, GT cards are not really that well suited with modern day games, especially games on DX9 or higher.
I would download MSI Afterburner to overclock it a little bit. I squeezed an extra 5-10 FPS out of it. Just know what and how to do the overclocking. I wouldn't run high FPS games, because you know why. I play Terra Tech, Unturned, and Asphalt 9, and they are pretty FPS intensive for me at some points. Also download NVIDIA's GeForce Experience if you haven't already, this will make sure you have all the dedicated graphics drivers you need from NVIDIA.
I feel it's smoother since update.
