Go to a Repair Shop and then choose the Upgrade section. Paint is one of the tabs along the top of that screen.

I've noticed this too. Usually it is an option if you visit a repair shop. It will say "Upgrade" "Paint" and "Repair." You might have to visit during the day time but I don't know. I think you might be able to do it in the "Upgrade" shop.

only hiring people is with opening times, the repair and upgrade shops are open 24/7

odd btw that you can not do these things in your own garage even though when you look at how it is outfitted in the game you should be able to do most things there, heck with the big one you can even fuel up at your garage

This has recently been changed. You're right the Painshop was a separate option, however later it was integrated with the Upgrade shop. Now it can be found where Ryu said.

I think that truck dealers are also with opening times, I had to sleep like 3 times to get a new truck lol.

You can buy trucks 24/7 by buying online. It's one of the options when you go to a dealer.

That is only after having bought 3 trucks already, but yes.

I can't recall a whole compartement to paint a vehicle the size of a truck.. which is absolutely neccessary to do so. ever used a spraycan indoors? now imagine painting a semi. also it would not make much sense to have it either way, from a realism point of view, where as a fueling sation IMO might make more sense.

I understand what you mean and maybe paint jobs are indeed still given to specialists. However for any other job like repairing your engine and such the garage should be a place to go.

besides, with UFO's flying around and spray planes sprauing at midnight I guess that little twist in realism wouldn't really hurt that much right :)
