SCS can only make what the manufacturers want to license. Otherwise you need to use mods.
There will never be black smoke rolling out of the stacks. All the trucks in the game have a DEF system. If a truck with Def is rolling coal then there are two things. The DEF system was modified which will lead to a nice fine from the EPA or there is a serious engine issue that the truck needs servicecd.
Licensing is something that didn't even cross my mind so that makes perfect sense. As for the trucks producing smoke, that's something i see on a daily basis where I live. You do realize this is a game right? It's obvious the legality of something doesn't matter when people can turn off traffic violations and drive around like a bat out of hell, then why can't they toggle if their trucks produce a bit of smoke like most realistically do? Now that you mention it rolling coal would be a nice option too for the players that want that, would fit for people who use the old 2 stroke diesels since they bellow smoke even at an idle.

No manufacturer would license a truck that was producing smoke illegally in the game, and that example of a business being fined isn't the only one.
Mods have been made to show smoke from the exhaust, but they do it constantly, at a fixed rate, no matter what the engine is doing. They have not proved popular.
Smoke is absolutely NOT realistic, so no necessity for it to be included.
ETS2 is the same, as clean air legislation in Europe is even more restrictive on emissions from all vehicles, especially trucks.
"Classic" trucks are not viable to include as far as anyone can tell, as the licensing is very difficult, and finding an example to scan and record, as well as sourcing original design data is prohibitive. Look at the history of older manufacturers, and try and trace who has the rights to just the names, never mind the designs and engines. Some old trucks have multiple owners of the IP of old models, and each would have to agree terms individually.

Sadly, nobody on here can "fix" anything in the game itself, we can only help and advise players.
These forums are not the official way to contact SCS, any comment on here is unlikely to get any response from them. All bug reports, suggestions, etc should be posted in the SCS forums.

So if a truck has some kind of smoke coming out of the exhaust then either there is a engine defect (needs to be fixed immediately), clogged exhaust filter (needs to be fixed immediately) or the engine has been tempered with (illegal).
Just because you see it happen doesn't mean that it is legal.
It's a GAME where you can turn off LAWS and PHYSICS. Go be a karen somewhere else and chill. YOu're probably the kind of person who reports people for having exhaust mods.
Physical damage will be a no go unless all manufacturers will allow it. So say that Peterbilt does not want their trucks to have physical damage but all the other manufacturers don't care...then SCS is not going to model it.
Black smoke coming out of the stacks as far as we are aware is actually part of the licensing agreements to not show the trucks in a bad light.
If you want rolling coal then you will need to use a mod and deal with the truck spitting out smoke even when the truck is not running. These mods use the smoke from the factory smoke stacks which is why it is not able to be controlled.

"smoke is absolutely NOT realistic" i stopped taking this seriously when i saw that. You have obviously never driven a truck or even seen one start up and run and I am talking about new ones fresh from the manufacturer.
But a modern truck in good legally roadworthy technical condition equipped with DEF shouldn't be rolling coal like the dudebro in the Daddy's Money special when he sees a Prius. The last time I saw that coming from a commercial truck was one of those guys drying for a certain windshield breaking shell company of a certain Cement Company that forces "owner operators" to lease a truck on its last legs from them that they just picked up at auction. Like I said, a bit of smoke, like a plume at starting up from a dead stop is reasonable, but if it's rolling coal as far as a more modern truck (like made since the mid 1990s) is concerned, the ones I have seen have usually been trucks that were in terrible shape, and I'm sure just passing the one alert Highway Patrol Trooper away from being pulled over and fined to hell!
Let's put it like this, I collect diecast airliners. One of the guys who used to own one of the brands of back in the day used to work for the developer that made GT4. One of the the things that he was tasked with was getting licenses for the cars (should note, he was a huge Cizeta V16T fanboy, which he made a point to get in there). When issues of licensing came up in the die cast hobby, he went on how in the video game side of things, the car manufactures were VERY demanding on what could and couldn't be featured. In those days, a lot of them were sensitive to the idea of their cars being damaged (which is why GT4 was similar to ATS/ETS in how it didn't visualize damage.)
Basically what I'm trying to say would imagine, especially with all the pressure truck manufactures are to show their products as less destructive to the environment, wanted to push a point to not show heavy smoke (or even any) under any circumstance.
The older SCS games did have smoke, and the older truck models. They also had used truck dealers too that would sell used trucks of various models. These were made long before SCS started to license their truck models, and back when these games were Budget shelf staples at Wal-Mart.
I would love them to at least see if they couldn't get some loved classics of the American road, like a Kenworth or Freightliner COE. I think they could get the rights for it. I would say that Classic trucks are one of the most requested things online. There is a modder community that can make it happen, but I do agree that an official add on would be received well, especially as it wouldn't break every time a big update comes out. I would say it's more of a "maybe someday" type thing, but they seem more focused on what's out there now.
Modern trucks don't smoke. And I see a lot of trucks stopping and starting nearly every day. I yet have to see a single one put out more than a white cloud during winter. And no, that is not smoke. That is steam.
Smoke is a gas/solid mixture while steam is a gas/liquid mixture./nerd
One rule applied in two different ways.
Manufactures apparently do not want their trucks to have dark smoke as it creates a dirty truck image for their brand, which is something that they may feel is very much an unwanted image. Look at different truck brand websites, they want to portray a clean modern image.
This may also be part of an apparent reluctance to promote old truck models.
If we do get older trucks added to the game, it would seem as if it will be much further down the road as there is an existing backlog of modern models to be added.
Mods are, at least for now, the only way to add older models tractors into the game.
Just keep playing, the trucks in the game since release will become the old ones automatically
