It's difficult to plan around providing parking for those kinds of loads, as they generally aren't consistent.
But yes op it's a "fit where you can" situation with oversized trailers. Most of the time oversized trailer runs have pre designated parking at specific locations (such as Warehouses) if the trip is past the Hour of service limits or State time limits.
AZ is a good example. Anything (at least until 2020 when I was there last) had hard time frames that an oversize could be on the road. IIRC it was 7 am to 6 or 7 PM and there were weekend limitations where it couldnt move in some cases
route by one mile for breaks and fuel. most times you are lucky if you can find a place to park with just with a TT. some of my favorite parking spots have been on off ramps or on the side of the road. no motor carrier will give tickets to a oversized trailer parked on a entrance ramp.
also, hours of service can change with states. ive had to stop i think it was in Kansas or OK because they said sun up to sun down, also no heavy or oversized in the rain.
its one of the few things about the game i dont like. not being able to park anywhere, we have a sleeper right?
§ 71.10 PARKING OF TRUCKS, TRACTORS, COMMERCIAL VEHICLES AND THE LIKE.
(A) (1) It shall be unlawful for any person to park any bobtail, truck-tractor, road-trailer, trailer, semitrailer, bus and any other commercial motor vehicle over one ton capacity upon any public street, alley, parkway, boulevard, public place or railroad right-of-way in the city.
(2) This provision shall not apply to street construction equipment, maintenance and repair equipment or trucks, rollers and implements, equipment trailers, vehicles used by public service utility companies engaged in repairing or extending public service utilities, motor buses when taking on or discharging passengers at the customary bus stops, vehicles parked in a designated loading zone while they are in the act of accepting from the immediate shipper or delivering to a consignee or addressee any transportable thing, or vehicles with mechanical defects during the time it takes to make emergency repairs.
(B) (1) It shall be unlawful for any person to park any bobtail, truck-tractor, road-tractor, road-trailer, semitrailer, bus and any other commercial motor vehicle over one ton capacity within any developed platted subdivision in the city.
(2) This provision shall not prevent the parking or standing of the above described vehicles in such zoned areas for the purpose of expeditiously loading and unloading passengers, freight or merchandise.

No it's NOT legal for you to park anywhere you like. Many states are cracking down on highway on ramp and off ramp parking and giving tickets. But it's about enforment. Most DOT - State troopers know how it is for truckers and will let some things slide. Like a over filled rest stop so long as your not impeding the entrance or exit they are likely to let you stay there without a ticket. Or middle of nowhere Montana where at night there is a total of 3 cars. But I would like to see a sleeper shutdown on something like the GW bridge overnight in NYC and see how long it takes for that truck to get towed.
