Because that would look ugly. There is a reason why most games where you can turn the wheel more than 90° to either side don't have that. It is just not looking good.

From my understanding, SCS never implemented it because they couldn't get it right seeing the range of movement that is needed to activate all the functions in a truck cab. None of SCS's games have had animated hands in them. There have been mods done, but they don't look right and like Wolfgang said they look "ugly".
Probably because game is quite old. Would look strange or ugly indeed.

Not having hands is not due to the age of the game. It is simply because it looks ugly.

There used to be a mod for the hands. But they were ugly and silly looking.

The mod was actually quite well done, not something I would use, but tried it, hands just aren't for everyone (in a game world).

My guess is - it would create a ton of issues.
Outside of the game's engine probably not being great for "organics" to begin with - note that every truck has different distance between camera and steering wheel AND you have the ability to adjust it... That means you have to deal with:
- dealing with possible clipping issues with some camera combinations
- animations possibly looking wonky and unnatural
- issues with hands obstructing the dashboard view - because virtual hands are not your real hands, you can't easily and intuitively move them out of the way

Dealing with all these issues is probably a lot of effort for little gain, to be honest.

Snowrunner was probably the best attempt I've seen involved multiple wheel rotations. Every racing game has less than 180 degrees of movement for a reason. I still remember the week Snowrunner released, someone posted a video on the subreddit in their BMW? Mocking the Snowrunner hands. It was great.

If SCS can make it to the standard they have for other features, I'm all for it.

I also play F12022 and these games have excellent representation of "hand on Wheel and Movement when wheel is turned"

However, the AI drivers where gloves and a fire suit so all look the same no matter what car you want to drive.

I feel confident that SCS could if they wanted to put hands on the wheel in gloves of some sort and a long sleeved shirt so we don't have to look at the terrible AI skin.
As well as that they could give options for different shirts and gloves.

Just saying.
It would save me a fortune in triple screes and GoPro as the POV.......................

F1 games (even more so than the average racing sim) have a very restricted and pre-defined range of rotation (typically ~270 degrees lock-to-lock everywhere apart from Monaco) which means the game doesn't have to model the criss-crossing of arms and shuffling of hands required to go past ~180 degrees of lock in either direction.
