Oklahoma City (I mean CITY not state) should always be selectable.

I'm talking about the Quick Travel where money is charged.
You can Quick Travel as often as you wish, even in states where you've never been.
However, in those states you have only one single city available.
For Colorado it is Denver, for Oklahoma it is Oklahoma City, etc.
You can not Quick Travel (with money charge) to Tulsa or Lawton unless you have discovered these cities.

doesn't cost anything :)
