Using washington as an example, You could get Oregon to connect, Or you could get Idaho instead. To access Wyoming you'd need either Utah or Idaho.To get to Texas you need Mexico, or Utah->colorado->Oklahoma.

This image is a little out of date, but you can see how the state lines are. I believe in addition to the ones shown, we have Montana, Wyoming, Texas, and Oklahoma; With Kansas and Nebraska being the new ones 'announced'.
Based on that map, SCS has added 4 states in 3 years. Maybe 5 if they put one out before 2024.
I would honestly keep up with buying every state though, You have to if you want to be compatible with map mods as they get updated to work for each newer state released
