The AI is basically running on rails, and sometimes those tracks end or join with another path along the road. So far as I can tell, they have only limited perception of you vs. other AI vehicles, so you may well be in what’s essentially a blind spot for them and so they drive into the side of you coming off an on ramp, for example.
If you watch the AI you can begin to recognize potential spots and avoid putting yourself in harm’s way. This follows on from the (in-game) reasoning that you are a professional driver at the helm of 80,000lbs of steel and should drive defensively since you will demolish almost everything that crosses you - or, in short, don’t assert your right of way into having a collision, because at the end of the day, you were still in a collision.
Only thing missing is some Karen getting out of the car and cussing up a storm at you claiming that you drove into them. On purpose.
Why don't you make a mod there does it if you say it's so easy to program. I would love to see the AI behave better from time to time, but still i also think the AI is pretty close to the real world, because there you never know what others do either. I don't have any problems with the AI i just drive in the game as i does in real life I only trusts myself and take the time to get around.
Turn right at red light stop extra time. traffic can come all the time at stops and red lights non-stop. Change right to left the stars become Black bad, older graphics were better at night. The tap makes a lot of mistakes, you can quickly save on the hand control.

In earlier versions, this is exactly what happened, and the peanut gallery complained about that instead, that the AI was too timid.
By several measures (like left turns from a two-way stop) they still are, but things have improved.
I don’t think the variables that would effect this are moddable. There are some that impact the AI’s behaviour and decision making (patience, safety, yielding to let traffic out) which make a difference, but the ways they follow the paths or the way they react to other traffic don’t seem to be adjustable.
I have not played every game out there, so there may be some games that solved this problem years ago, and SCS has to step up to their level, but from the few games I have played, or watch played, that attempted driving in a real world scenario, they all are worse, or have the traffic so minimal that it presents no issues.
It's just that people seem to think programming the AI behavior to be more human is easy, and that SCS could absolutely do it, it's just that they're lazy.
Maybe it is possible, but I have to believe that a smaller game developer, with the limitations of budget and processing power they have to work with, to program AI traffic to behave accurately in a real world way has to be incredibly difficult.
