The folder should be named "mod" and is supposed to be in the ATS folder in your documents (NOT the Steam folder).
The mod also needs to be ending with either ".scs" or ".zip". Otherwise they need to be unpacked.
They also need to be compatible with the game version you use.

(Also check OneDrive if you don't find the ATS folder in your documents.)

yes it has scs at the end of the file name but it appears different than it did on my other pc and i would assume it is compatible with the game version it was a mod from yesterday

Are you sure you are in the correct ATS folder? Again, the folder where non-Workshop mods go to is not somewhere in the Steam folder but in the mod folder in the ATS folder that is in your documents folder.

The mod folder in the Steam folder is for Workshop mods.

correct i am in the folder that is in my documents folder. is it possible that since my documents folder gets sent to one drive it could be interfering with the pathway?

If you do have OneDrive, then yes, that would definitely mess with things a bit. I don't use it, I have it ripped out of my system, so I can't really suggest anything beyond that on mitigating that particular bit.

Yes. Because then you need to place it in the same place but on OneDrive.
