All the rest is bonus so to speak.
There are quite some gaps between price ranges, if you're on a budget it might be wise to look for a used wheel.
Currently running around $265 on Amazon (no shifter, that's extra)
Others will recommend Logitech however they are not that great in my opinion. Yes they do work but in ATS/ETS2 but there are posts about constant problems with the wheels. They can also feel notchy and what little force feedback there is tends to be a noisy rattle in my opinion.
I do not recommend anything under 900° for this game. It is not worth the headache or hassle in trying to get them to operate properly. What I mean by that is that a small move on the wheel can equal a large move in the game.
Also, a TH8A shifter.
Around $270 or so.
Buy wisely- buying cheap could cost you in the long run.
Loads of people have Logitech wheels and have no issues, loads of people have Thrustmaster wheels and no issue, but you will always find someone has a problem with any wheel and it is usually not a fault of the wheel but them not understanding on how to set it up properly.
Thrustmaster just released the T128 as AyMazingATS posted which has FFB and is probably their cheapest wheel if you want to keep the price down: https://traxion.gg/thrustmaster-t128-review-the-best-budget-gaming-steering-wheel/
I was luck enough to manage to sell ALL the spare parts that were working quite easily on ebay.
Having the the advantage of seeing inside the wheel unit and the experience of selling off the parts I stand by my comments.
The Thrustmaster shifter is considered to be a pretty decent model, but it is not cheap and note that many Logitech wheel users do use the TH8A because it is much better than the cheap Logitech model.
There are much better wheels, especially for those that really get into driving in car driving and racing games. There is great value and better feedback with improved pedals and high torque motors for enthusiasts when you spend $1000 -$1500 plus - everything feels better but better lap times only come down with practice, regardless of the wheel that you use.
A thread on the cheap chinese PXN V9 wheels:

If you are in the market for a wheel around the price of a PXN V9, then just save a little longer or buy a decent (not cheap) controller.
