Simple fact is you get as many drivers as SCS see fit, the more there are the bigger the load on the CPU to calculate each one of them and the bigger the save file. All totally unnecessary, as you will make so much money from 354 drivers you will never be able to spend it. My current profile on ATS has $375,000,00 in the bank and drivers earn $12,000,000 a day. My ETS2 profile currently has €4,000,000,000 (4 billion Euros) and 354 drivers earning €32,000,000 every week, whether I work or not.
Money is not the object of the game, and filling garages with drivers isn't a goal in the game.
Buying all the garages is a good idea, you get fuel cheaper in your own garage, but drivers are not a necessity, and SCS doesn't make it one to play the game happily. Many people on here play with no drivers whatsoever and get all the achievements and pleasure everyone else gets.
It's all about driving the truck you like and enjoying the scenery while chilling to some nice music, not stressing about making money.
Another option for garages (other than filling them with drivers and trucks) is to give you a place to rest and fuel that isn't a truck stop (if you were to role play as a company driver).
