Enter the following into the console:
As Fury6 said in his post above, you can use the developers console and enter that code into it. That will delete all traffic and then when you get through whatever situation you want less traffic in you just enter the code g_traffic 1 and the traffic will appear again.
That way you can keep in the game and remove the traffic when you need to and then add the traffic back in when you want as well. All without stopping the game other than to enter the codes.
