That actually is (sort of) how it works; each truck will take the license plate of whatever state its home garage is in. If you want this particular truck to have a Texas plate, you'll need to assign it to a Texas garage.
(Unless they've changed something, it's been a few months since I played. I do recall having Oregon, California, and Colorado-plated trucks though, all on the same license).
Locate a truck in Texas. Then you have to Relocate yourself, the DRIVER to That garage and that truck. Then you will have Texas plates.
You have to be located in the state in which you want to have that state's tag.
If you want to drive that truck, you have to relocate yourself to that garage slot in the Driver Manager. That garage will be your new HQ.
Another way is to use customized plates in the World of Trucks website. There you can specify exact registration number. (not only state).
It will auto send you to headquarters each time the map changes, yea thats about the only time for me as well
