Subscribe to one, copy it to a folder somewhere, unpack it and look through the files to see what does what and what things you need.
There are also a ton of skinning videos on the YouTube. Lucasi_ is one who makes decent skinning tutorials.
subscribe to, find folder on your pc, i assume you know how to continue from there, if not, good luck.
for templates: google is your friend: https://www.google.com/search?q=ats+volvo+vnl+template&tbm=isch&source=hp&sa=X&ved=2ahUKEwifxPua6a3iAhXSLFAKHc6FCHgQsAR6BAgJEAE&biw=1920&bih=973
it should work the same, except there are no volvo vnl's in ets2, they are mods and may have a different name, my guess is for ats it's "volvo.vnl" but i could be way off there, i've never skinned that truck..... , there's no game title in any of the .sii files, if your skin is showing red with black text it means it's missing, if it's there look for any errors in your .sii files and .tobj files
