DX9 VS DX11?
So on DX9 same old same old
On DX11 the Frame rate is much better but the graphics are terrible. Is there anything ells I need to do other than selecting DX11?

Graphics look pretty darn good on my PC with DX11.

Interesting. They are very "jagged" on my computer.

What happens depends heavily on what hardware you have. Older graphics cards (search internet for specs on your card) don't support DX11. Also DX9 allows use of only one core of CPU no matter how many it has; DX11 uses multiple CPU cores.

My CPU has six cores (Ryzen 5 2600), and my graphics card (GTX 1060-6G) supports up to DX12. With DX9, High Graphics settings gave me 20-60 fps; with DX11, Ultra+ Graphics settings give me 250+ fps. I enabled vSync to synchronize monitor (1080p) with GPU to eliminate image tearing for a consistent 60 fps.

try using GeForce Experience to optimize your settings.

Depends on how the game is coded. A game also has to have the supported coding to allow for multi-threads. And to my knowledge, SCS isn't focusing on this yet and is only bringing DX11 to feature-parity to the DX9 libraries before working on more of the rendering API that DX11 offers.

I figured the problem out, when I selected DX11 it reset all my graphics settings to low. I set them all back to Ultra and it looks good now, not sure of any increase on frame rates but for sure it is not worse.

1. DX9 or DX11 has nothing to do with the number cores A CPU uses.

Explanation:
Tested with Process Explorer. Process Explorer is an advanced process management utility that picks up where Task Manager leaves off. It will show you detailed information about a process.

1. ATS engine Does not support (Not Coded) Hyper Threading. H.T. is Virtual cores and threads.
2. Operating system O.S, 7 or O.S. 10 Core Parking is enabled by default.
3. Core Parking Disable in the O.S. Then and "Only" Then ATS Engine can use Multiple Cores. Up to 6 cores.

Core Parking Enabled in the O.S. Core 0. Doesnt matter what CPU socket is being used or the number of cores. Have 650 Cores does not matter.

Core Parking Disabled in the O.S.
4 Core CPU 0,1,2,3,
6 Core CPU 0,1,2,3,4,5
8 Cores 0,1,2,3,4,5 Cores 6,7 will "Not" be implemented.

Try going to simple video settings and clicking the lowest option. Then set it to roughly where you started at and tweak settings accordingly. My game does the same thing. Everything looks like garbage until I set it to low and then back to max. Maybe an .ini issue.

EDIT: Just realized I completely skimmed over your reply saying you fixed it. Happy trucking. My settings and DX9/11 resetting problem persist. Anyone having these as well?
