You can search specifically for the Circuit Breaker load. I have the achievement done. It is not impossible. I did it using an ownable trailer.

Red signifies receiving only. Green dots are shipping out. Red/green on cities mean that city will ship and receive said cargo.
ETA: This is not attached to any freight jobs though. But will give you an idea of what cities the circuit breaker loads originate from.

That will narrow down of the cities that you will be looking at.
In a way this is waiting for the apple to fall in your lap when search the job menus.

Handing something to you on a plate, requiring no effort, is the polar opposite of an achievement. It isn't a "witch hunt"
Using the advice given already it is quite easy to get, one afternoon of play will easily be enough.
SCS like to make some of the achievements deliberately hard, to give players who like a challenge a chance to feel they did something special. There are countless posts here and in ETS2 about not being able to complete certain achievements, and the same ones crop up over and over again. They are all "do-able"
If you are a completionist, there is no getting around it, to get them all, you have to make the effort.

It pays to keep a written record of jobs completed for achievements, eliminates duplication and confusion.
If you're already running other jobs (for instance, for other achievements or while checking out Texas), then after each job, check the Quick Jobs and use the search function for "circuit". Then run through the list to see if any are going to Havre.
Also, at least a couple of those cities had two Faraday locations in the city and only the construction site counts, so be sure it's going to the right one. In Havre, it's the one to the south. Because you can only zoom in so far in the job browser, it can be difficult on the map screen to know which one it is, so to figure out what you're looking for you can search for "Faraday" and find a couple of jobs (of any type) in Havre and click between them to see how the icon moves, then you can more easily gauge which location is the southern one.
If you're NOT running other jobs, I recommend parking at the Vitas Power factory south of Pueblo, CO so you can watch the External Contracts. Circuit breakers can originate at a number of places, like rail yards, but those produce a TON of other cargoes. The Vitas Power factory only makes a few things aside from circuit breakers, so there are usually a few circuit breaker jobs each day. The External Contracts jobs are usually more plentiful, and they're on a real-world timer, so I fire up ATS and check it each evening.
Also, if you go to External Contracts from the main menu, it may not show all the currently-available jobs and you'll see different jobs when you click refresh. If you go to Vitas Power and activate the "View Jobs for this company", that will show you ALL of the External Contracts currently available, and no need to refresh. If it's not there, check again tomorrow.
Doesn't work on WoT jobs to my knowledge.
It's not really any effort, you are waiting for it to happen. For a job to show up. Other than take the load to it's destination, you do nothing for it. Some jobs take a while to show up.
You can try to game the system with sleeping and reloading....or as previously stated, cheat the job. Which both methods ironically take more effort to get it started and are more proactive, and have more steps to it than just waiting does. But you get the results quicker, if you've been unlucky in the job showing up naturally.
But yeah, taking notes would help.
