Might be a litle overwight.
So how does that make anything different/better then using the official truck scales?
The answer is in the section you quoted.
You weigh before you hit a DoT scale to save yourself a potentially massive fine and out of service ticket for being over weight.
It's just RNG, and the results are clearly not 'rolled' ahead of time(if they were, the result would be 'fixed', and it would always be consistent when you reloaded a save).
