Did you know there are private weigh stations?
I did one to see what it's like and it's better then having to stop at the regular ones and it let me bypass a normal one after doing it or perhaps it was luck due to something else not related?

Those are simply privately owned scales. Very common at truck stops and some industry locations, and they're used by truckers to weigh up BEFORE heading out so they can make adjustments or return the load so they don't get bunged up with the DoT. These aren't the same as true Weigh Stations operated by the DoT directly along the highways.

Aren't there already weigh station in some of the truck stops? I'm sure I have seen them. Aren't they "private", even though they are only there to weigh your truck, not pass a state law weight check?

How much does your average cat way. Mine is about 8lb

Cat scales are also certified by each state DOT so if you get pulled into a weight station and are stated as overwieght by dot, CAT scales will first check their scale is good and then they will go to bat with you over the ticket. (most dot officials also accept the cat scale receipt as proof your good)

The answer is in the section you quoted.

You weigh before you hit a DoT scale to save yourself a potentially massive fine and out of service ticket for being over weight.

My wife's cat weighed 14lbs, She had to get it an overweight permit. :steamfacepalm:

It was probably luck; if you try reloading the same save/autosave a few times, you'll notice that sometimes you get to skip the weigh station, sometimes you don't.

It's just RNG, and the results are clearly not 'rolled' ahead of time(if they were, the result would be 'fixed', and it would always be consistent when you reloaded a save).
