You could screenshot the scania colour, open it in an image editor and get the RGB values from there?
It will depend on your monitor's colour profile, but the values should be reasonably close.
In-game you can directly enter those RGB values (or HSI values but RGB is easier to follow) when you're choosing a plain colour.
All you do is save it to your desktop or wherever and open it with a web browser of your choice.

edit:, there is no cardinal blue for any Scania trucks, but there is Ocean Blue, or Cardinal Red, assuming you know the difference between red and blue you mean Ocean Blue, right? :-)
RGB values
base: 231,236,255
flip: 16,27,67
flake: 231,236,255
base: (0.8206, 0.8565, 1.0000)
flip: (0.0039, 0.0112, 0.0690)
flake: (0.8206, 0.8565, 1.0000)
a good flipflake setup too:
flipflake : true
flip_color : (0.15, 0.15, 0.15)
flake_color: (1, 1, 1)
flip_strength: 0.93
flake_uvscale : 20.0
flake_density : 1.6
flake_shininess : 30.0
flake_clearcoat_rolloff : 5.0
flake_noise: "/material/custom/flake_noise.tobj"
base_color_locked: false
flip_color_locked: false
flake_color_locked: false
Not something i do every day, in fact the last few times it was to find them for others :-)
The values in your reply are completely different from the SCS ones btw:
base_color: (0.045186, 0.111932, 0.423268)
flake_color: (0.799103, 0.838799, 1.000000)
flip_color: (0.005182, 0.010960, 0.056128)
idk if that makes a difference in game, have to get to work.
Feel free to use my mod as a template to do the same thing for ETS2....to make it even simpler, all you have to do is edit every paint scheme to set all three levels at the bottom of the def to unlocked. The colours will then become visible when you pick that colour in the paint booth and you can download it to your saved colours to use on any truck.
