Headlight violations should only be between roughly 6PM and 7AM IIRC. Do you use any mods?

Very likely a mod issue or maybe due to conditions that require you to have headlights on at that time.

I've gotten them in the middle of the day if it's raining outside.

Several States require headlights, if weather requires wipers ; IRL atleast.

I dunno about USA traffic rules. Where I live we were required to have headlights always on for some time, no matter the time of day or weather.

This varies from state to state, some more strict than others.

Headlight usage in the US is generally 30 minutes before sundown, and 30 minutes after sunrise where they are required to be on.

The other time they are required to be on is during inclimate weather. For Texas, visibility that is under 1,000 Ft., headlights are required to be on. This varies and some states are less strict than others, while some are more strict. I think the lowest I've seen might be 500 Ft. visibility, but others could be higher like 1,500 Ft. or something.

General rule of thumb, turn headlights on at 19:30 (7:30 PM) in the game, turn them off around 7 AM or so, and any time it starts to rain. Haven't really had a usage fine since then.

Mods could very well affect this, so that's another thing to consider looking into.

Rule of thumb for a Class A driver are "My head lights Stay on After my Pre-Trip Inspection at 8am and stay on till i shut down for my 9 hr rest break. So basically they are always on once i turn the Key. No matter if its 7am or 12:00 in the afternoon. And for those that say other wise its consider a good safety practice.

Agreed, from when i get into my truck in the morning, to when i get out of it at the end of the day, the clearance lights are on. Any time i'm moving, the headlights are on.

Are law variation such as these accounted for in ATS, and ETS for that matter (other than speed variations)? So when you cross a state border you'd better flick your lights on or crossing yourself when entering Utah?

I’ve gotten this headlight violation a few times, I don’t remember where I was at, but in my home state you can have your headlights on anytime, and the company I used to work for we were required to have them on when we were driving, my guess it’s a stupid California law!
