Several States require headlights, if weather requires wipers ; IRL atleast.
Headlight usage in the US is generally 30 minutes before sundown, and 30 minutes after sunrise where they are required to be on.
The other time they are required to be on is during inclimate weather. For Texas, visibility that is under 1,000 Ft., headlights are required to be on. This varies and some states are less strict than others, while some are more strict. I think the lowest I've seen might be 500 Ft. visibility, but others could be higher like 1,500 Ft. or something.
General rule of thumb, turn headlights on at 19:30 (7:30 PM) in the game, turn them off around 7 AM or so, and any time it starts to rain. Haven't really had a usage fine since then.
Mods could very well affect this, so that's another thing to consider looking into.
Agreed, from when i get into my truck in the morning, to when i get out of it at the end of the day, the clearance lights are on. Any time i'm moving, the headlights are on.
