You should realize that a 3090 is extreme overkill for this game right now. My EVGA RTX 3080 12GB doesn't even get above 60°C when playing. I see where you are coming from. However only getting 50fps on a 3090 is a bit staggering. Not the first time I have seen people mention high end cards getting really low FPS.
We have been told that DX12 is being worked on(this alone is not that big of news), better AA is coming, game performance improvements, and a new way to render the game is also coming is the big news. This was revealed by Pavel in the Christmas 2021 stream. With DX12 there does need to be multicore support for the game in my opinion.
My guess is since Texas is the state that most everyone is looking forward to is, and for Texas to be shown in the most positive light is when these will be implemented.

Have you tried a clean profile no mods?
If you are running the led lights what happens you use the ones that say for slow cpu(even though yours isn't).
I do know that the HK is getting an update soon so hopefully that option will be there.
But to be honest, do you notice any VISIBLE frame drop, or you only see it drops from 100 to 60 FPS wil the counter on? The human eye isn't supposed to notice any difference from anything over 60 FPS.
