Good rules of thumb are leave fuel economy until the very last, and don't let any skill get more than one beyond any other skill, 3 in long distance and 1 in high value and fragile is as unbalanced as you might get without hurting yourself. I'd do the opposite, 1 in long distance and 3 in high value and fragile pays better per mile.
Personally I tend to let hazmat lag behind as although it pays a bit more it is often unavailable, and the load that would have paid better is worthless if it does not exist, that of course dependent on where you are...some cities generate Hazmat loads, some don't.
Hazmat -- Each skill point opens a unique job-type. You can pick any of these in any order, they are not cumulative or additive.
Long Distance -- Each skill point increases the range as well as the payout bonus for said range.
High Value -- First skill point opens this job-type. Further skill points increase bonus.
Fragile -- First skill point opens this job-type. Further skill points increase bonus.
Just In Time -- First skill point opens "Important" job-type. Second skill point opens "Urgent" job-type. Further skill points increase bonus.
Eco Driving -- Skill points only reduce fuel consumption. No jobs opened or bonuses awarded.
If you do mostly WoT jobs then Just-in-time is useless and can be left until the end.
Ecodriving makes so little difference that that too can be left until last.
The Hazmat classes can be unlocked in any order so if there are particular types of cargoes you'd like to haul then unlock its class first.
The last couple of long distance pips may also be fairly useless depending on how many map DLCs you have, as journeys over 1,600 miles are not that likely and 2,500 miles may be impossible even with all of the current DLC (although if you have map mods they may create those opportunities).
Eco Driving is useless unless you have a harsh economy mod...leave for very last
Hazmat is useful only to the extent that you get loads in cities than generate hazmat loads, not all cities do
Probably 3 in Long Distance is the most you should do until late in a profile...you already have too much
High Value you should max out
Fragile you should max out
Just in Time is useless if you do only WoT, otherwise good like High Value and Fragile if you are good at making it on time
I thought eco driving is useless as it only affects the fuel consumption if you have turned the realistic fuel consumption off in the Gameplay settings...
