By moving to the centre he forces the AI vehicle wide to give you extra room for your load.
This has happened to me SO many times. Half the time when you come up to an on ramp the escort vehicle brake checks you by coming to a complete stop before proceeding.. even if nobody is at the on ramp, or has already been stopped by the officer standing there.
I've seen the lead doing the brake stuttering when coming to a light where other traffic was stopped, but never had them crash into that traffic.
I've had the lead car brake checking only when I stray too far out of the lane we're in when I'm trying to take a wider path around a tight bend so that the trailer will clear.
And the lead escort only stopped two times when attempting lane changes due to AI traffic being trapped between me and the rear escort. Moving over so the AI could get out solved it both times.
Might be mod-related, although I didn't encounter any issue with my current set so far.
Does that persist between game sessions? Because if it not, it's easier to use a mod.
