Utah has some nice rocky formations, but it's mostly sands and rocks.
I guess it depends on your own choice. I do assume you already own Oregon, if not, Washington won't be connected to the rest of the map.
If you do, well they both are well done.
Personally Washington is my favorite state so far. Very well done, interesting drop points, and the green scenery is a nice change from the desertic southwest.
Always glad to take a load there.
Utah is however also well done, high speed limits, and latest assets. As far as desert goes some nice views as well.
If you have Oregon then Washington will be a good fit for the forthcoming Idaho DLC as they will all join up.
