You need to buy the Forest Machinery DLC to get headache racks.
Go to a dealership & it is under accessories. A repair shop will give you the option to customize your truck under the repair option. It should go into the same setup that the dealership uses. You might need to angle the truck so you can see behind the cab and find the pin to click on.
