Alternative, set them to Automatic, then you can enable CC whenever you want.
Only started to do this when i changed to using the toggle as opposed to the other manual setup by just increasing engine brake strength. I will mess around and see if i can get it the way it was working.

Correct, Toggle option is the one that interfere with CC, I set in my G29 dial, the other option, switch or what ever is called will not
Toggle have 4 positions each time you press, OFF, 1, 2 and 3. Backwards when decreasing.
Switch is ON/OFF
For me I make sure the engine brake toggle is on, engage cruise control and set my overspeed for 3mph over set speed and jakes comes on automatically. I never ever use a truck with a transmission retarder.
All other jake brake key assignments for me are unassigned/unchecked. I will not use automatic engine braking.
