Because they don't seem to want them too. It would be nice. They don't exist as physical vehicles on the road, so all we get are menu based images...which only show up wen you pause the game, so you can't follow them along on the map. But having a non paused map screen so you can see them moving about would be nice, and if they did break the law, seeing that happen with their icons and a message about it if they get away or not.
If they existed on the roads that would be neat, but they'd have to be selective about it since you can hire so many employees the map would be covered in them so only showing you some of them rather than all of them would be the way to go. And of course drivers near you are the only ones that spawn, far away ones stay as just map icons. The game would need a bit of a rework but it's not like games haven't done that before. But I wouldn't hold my breath on it.
But, we don't get chased by the police anymore like in their old games, I don't think they would bother with the AI doing it.
If you want law-breaking and police chase mayhem, there are already games out there that do all of those things and more. Please, stop the insanity and just play them. You will get all of the police chases, speeding and mayhem that you can handle, with almost every vehicle imaginable with them, and the best part?
You won't have to wait for SCS to do it. It's already been done by Rockstar Games.
Where the hell do you live where police chases are so common that not seeing them in-game is immersion-breaking for you? In my four decades I have seen one: along I-90 between Buffalo and Erie.
Adding first responders in traffic (ambulance and fire vehicles at a higher rate of speed) would be far more immersive, but even then, it would require a large amount of work to implement and it’s clearly not a priority for SCS.

Also, you don’t watch Traffic Cops? Some of those guys are amazing drivers handling those pursuits.
