Make sure you are not running any map mods, other mods may also affect the game unintentionally.
Start a new, unmodded, vanilla profile to test if the full map is available after verifying the game files. If it works, you must remove the mods on your normal profile, sell any mod parts or mod trucks before deleting the mods in mod manager.
I did try this and found the new save had no map loss, so I decided to downgrade to 1.42 and reload my old save from 1.42, move myself within the base game ATS map and then saved it and went to 1.43 and that seemed to fix it. Seems like when ATS moved my truck out of the mod map when I updated to 1.43 it messed up something.
