There is only one location, as far as I know, where you will encounter a low bridge and even then it is only for some of the heavy cargo/forestry DLC content and that is in Portland, OR.
Restricting Hazmat through tunnels is not going to happen anytime soon, if at all, because of the road network is severely lacking.
Most everything in the game is already a truck route too. Sure you have Tioga Pass in CA, Rocky Mountain National Park in Colorado but those are also extremely scenic areas too as the reason for inclusion. You make money so easily in this game that the max fine of $1500 is nothing.
Rest Stops are already visible on the World Map(M key) and on the GPS.
All Truck fuel stations are also marked on the in-game map. Not all gas stations seen in the game have those green markers but the all green markers are visible on the map.
