I'm going to drive for a bit. If nobody else replies, I'll take a screenshot of the setting you have to change. I had the same problem before. Drove me nuts!

As the OP noted, using an Xbox controller when you steer, the camera will move as if you are telling the game to look around (instead of steering the vehicle). I have checked the setting that the guy replying suggested, but this did not work. As the OP mentioned, I as well, spent hours trying to find an in game fix.
I had a similar problem, where while driving my view was slowing creeping, left, right, up, down, randomly. Took me two days and found that my flight stick was plugged in and interfering with ATS. Do you have any other type of controller plugged in perhaps?

I use the left joystick for steering and the right joystick for camera movement. Problem is, any up/down on the left joystick somehow registers as movement of the right joystick's axis, and therefore moves the camera too. So unless I'm really careful when steering, the camera moves. It really is unplayable. I've tried the various Gameplay settings to no avail, and I do not have any other controllers plugged in. I had no issues for a long time, maybe an update broke it?

I was using a 3rd-party generic Xbox controller. There had to be something wrong with the two sticks internally causing one to register input from the other. I ended up buying a real Xbox one and problem is gone. Lesson learned.
