and you want to change this from 1.1 1.2 1.3, etc until it gives you what you may like with the tradeoff of fps. 1.6 seems to be a setting a few folks use.
the other option is that scaling one in the video part of options of the game itself. normally without vr, you raise that up from 100, to 200, 300 all the way up to 400.
some folks say to leave this at 100 and just change the config.
others say to mix match both of these options.. i think it also may depend on the card.
it changes clarity and resolution versus adding a drop in framerate, just like the config one does. turning down other settings from ultra down to medium and such might help curb it some if you have to.
unfortunately for me, i have a windows mixed reality headset. while it wasnt the cheapest one, it isnt an expensive vr headset either.
with the 1.4 update and as well as the steamvm updates, it has made ATS in vr unplayable mess for me due to the drop in fps. so. now my vr is just for my flight sims and other games.

I do only have a GTX 1060 6GB so I know I'm on the lower end, but it seems to run other games fine. Is that my problem here? No other limiting factors at all.
Edit: Most of all the settings/directions I find on the web are years old and some of the config lines referenced aren't even in there anymore.
Then I picked up "No Man's Sky" and played it on ultra settings and wow, it looked beautiful. My question is towards people who have played ATS in VR in previous versions.
Was it always this blurry? The cab itself doesn't look to bad, but everything outside the cab(first person view) looks like I just drank a fifth of bourbon. Including the mirrors.
also, as others said, keep the in-game scaling at 100% and play with supersampling value in the config file. i'm running a (t)rusty ol' titan x and 1.3 works without a performance hit.
