One thing you are forgetting is game scale. SCS can't fit everything into the cities.
way better than being limited to 3 or 4 states Haulin and american long haul were complete games why cant they do something like that here.
You bought a complete game though. Map DLC expansions are not a required purchase. From the store page:
Experience legendary American trucks and deliver various cargoes across sunny California, sandy Nevada, and the Grand Canyon State of Arizona. American Truck Simulator takes you on a journey through the breathtaking landscapes and widely recognized landmarks around the States.
SCS has also mentioned they would like to complete the Lower 48. They would like to move northward into Canada, and down into Mexico.

In this blog it states the following:
"It would be great to get the chance to reach the East Coast, it would be fabulous to be able to push north towards at least 60 degs latitude and south towards the Equatorial. But ultimately, it is up to you, our fans, if this happen - you will vote with your wallets. We expect to get the right guidance from you on future growth of our team to handle the new opportunities and challenges."
So basically it is up to us, the players, if development continues after the next two announced states of Wyoming and Texas.
There has been no further information since that blog before the game released in 2016. It is the most up to date information that SCS has released.
Is this a guarantee that they'll update or rework Salt Lake City at some point? No. But it also isn't a guarantee that they'll never fix Salt Lake City, either. And who knows? With Wyoming being released, which is right next door, there may be at least some fixes in the works, as the team has to go over Utah, modifying previously blocked off roads or adding in new ones for access to Wyoming.
Again, no guarantee, but it's a start.
California was upgraded to scale up the map and got new things to see.
Some states are updated when SCS update the game, new textures and whatnot.
Utah will get updates but won't get upgrades, it's finished, no new roads or bigger town.
Unless they do another major overhaul.
