Read the many threads here about lights in 1.40, almost all of which are caused by mods, whether active or not. I have no faults using a GTX 1060 6gb with every setting on high, except SAO on low and AA on ultra.

SCREENSHOTS
Press F12 (if you use a Laptop you have to press FN+F12) to make a screenshot. Quit the game and upload the screenshot to Steam. Go to your profile, then to the screenshots and click on the screenshot you uploaded. Click on the link in the top of the Window that opened which opens another window. From there you copy the address which you paste here.

This is definitely not from a vanilla profile. Neither my vanilla profile nor my modded profile, with all the mods updated to 1.40, do this. What you see here is the result of flares not being updated for the new game version.
Only issue is now the lights don't show up if you go into the shadows or a tunnel or something during the day either, which I believe they used to. Not a big issue for me but it's noticeable
