The best 2 places for finding mods are the Steam workshop and the SCS forum, since you're new to the PC world and i assume also new to the game i advice you to stay away from other mod sources for now, or in general anyways :-)
note: there are some good honest modders that have their own website and can be trusted, there are also a lot of mod sites that use copied or stolen mods, you should avoid them.

Steam workshop mods are installed "automagically" when you subscribe to them meaning that they are saved in a folder the game looks for them and adds them to the mod manager.
Your Steam mod folder can be found here:
C:\Program Files (x86)\Steam\steamapps\workshop\content\270880
But you shouldn't need to do anything with that.

Mods from the SCS forum need a manual dowload and you need to save them in:
C:\Users\YOURNAMEHERE\Documents\American Truck Simulator\mod
If the "mod" folder is not there you can add it.

Mods you download from other sources than the Steam workshop can come in different packages,
.scs files always go directly to the mod folder,
.zip files go directly to the mod folder 99% of the time, sometimes they need extracting first.
.rar files always need extracting first, Don't put the rar file in the mod folder, only the files and/or folders it extracts.
There can be some more things to it, but i'm hungry.

Now search the forums for load order and read up on that, load order of mods is important.

When you're in the game select the profile you want to play with and click on the mod manager icon (it looks like three bars)
Add the mod(s) you want to use by double clicking on them, or selecting them and clicking on the top arrow.
When you have done that for all the mods you want to use click on the bar at the bottom.
Now play the profile.

If you are looking for mods on your PC that you've downloaded. They can appear in several places. The first is your mods folder that you create in Documents/American Truck Simulator. A lot of Steam Workshop mods don't show up there however. The next place to look is Program Files (x(86)/Steam/Steamapps/Workshop/Content/270880. The mods are coded with a multi digit number. To find out what the number for the mod you are trying to find is do the following. Find the original mod in the Steam Workshop. Click on the mod to open it, right click on the mod image and select "copy page url". Paste that into notepad and look for the multi digit number in the string. Isolate and copy that number and if you have a lot of mods, paste it into the search window in the 270880 folder or just browse through the folder. I'm not sure why you want to find them so I'll stop here.
