Which agricultural inspection station(s) were having this issue? And have you ever used a mod on this profile?
Yesterday playing 1.41, I went through the agricultural inspection station on US 395 in the NE corner of California with non-agricultural freight, and it worked normally; I got to go on my way right after hitting ENTER. And my answer to the mods question is NO.
I just now went through the US 395 agricultural inspection station northwest of Reno, Nevada (yesterday was the other US 395 station, on the southern edge of Oregon), and again, no problem. When I hit ENTER, I see "Inspection in Progress" for about 5 seconds, and then am told to proceed. (So it's not quite as fast as a weigh station, but it's pretty quick.)
Verifying your game files. In Steam, click on Library, right click American Truck Simulator, select Properties and in the new box, click on the Local files tab. You should see an option to check the integrity of your files.
Or if it's been a while, update your video card driver.
Or ask the mod developer.
