I don't recall exactly, but it's likely those interiors are at a higher level than you can access right now. In the main menu screen you will have a button on the bottom somewhere where you can access the truck browser. There you can choose any and all available vehicles and accessories. It will show you at what level each is available.
I had to double check in-game 'cos I wasn't sure myself but, yes, the more expensive interiors are indeed level locked - although some are available at level 10. It will depend on the truck. The Volvo for example, will have the GPS available right from the standard interior.

No worries there, you can always take the truck to a service shop at any time and upgrade the interior (or anything else you want). I can't think of any of the trucks that doesn't have an in-dash GPS at the highest grade of interior.
