Convoys & DLC
My friend is getting American Truck Simulator base game, & I have the DLC, if I host can they play with the DLC areas? or do I need to turn off in order for them to play? or will they just not be able to access DLC areas without them?

No he needs too own all map DLC as you have, then he can travel too the same places as you. If not only you will be able too travel through other states. Anyway i would reccomand your friend too buy all mp dlc now, since they are soo cheap because later this year we will get Wyoming and possible Texas at the end of the year.

No, your friend can not play in the DLC areas he doesn't own in Convoy. There is also no requirement for map DLCs to play together but your friend can not drive into the areas of DLCs he doesn't own. However you can as you own the DLC.

So the upshot is this, if your friend wants to play on your hosted server then you will have to disable all your DLC if your friend doesn't have them. This way you'll both be playing on vanilla.

No, you don't need to do that. You can keep all your DLCs enabled and you will be able to drive in these DLC areas you own. However your friend can not drive into the areas for which he/she doesn't own the respective DLC even if you own it.

That defeats the purpose of playing with a friend then. It's better to just disable the state DLC's so friends aren't barred from anything. It'd suck to be following a friend and be forced to stop because of a invisible barrier to a premium state and can only watch as you friend continues to truck on.

Or you and your friend just pick offers for the states you have. Which will have the same result minus one or more of you having to disable DLCs and later potentially forgetting to enable them again.

Also: The one that doesn't have the DLC won't get contracts to DLC states that they don't own.

No yeah, That's certainly a better way of doing things.
I don't have friends who find ETS or ATS, interesting enough to even buy it on sale, so i wasn't sure on how the contracts work with the new convoy mode. But if it hides the contracts automatically, then like you said, better to just leave em' on.
