EDIT: An earlier version of this post advised that you needed Logitech's G-Hub software to play this game with ATS. Sorry... I now see that G-Hub does not support the G27, an older, discontinued model. I don't know if that's the source of your issue. Someone else who is still using the G27 may be able to better advise you there.
I don't have the H-Shifter, but I do have the G29 steering wheel and pedals and love it, but I had different but similar issues as you're having until I changed certain ATS settings at Options, which is what SecretOne is getting at with the reference to "key bindings." It means setting each option in ATS to be controlled with one unique keyboard key or G27 input selection...particularly those which control shifting, throttling, braking, and starting/stopping the engine which is where your problem is arising.
Click Options on the main ATS screen. If you don't see Options, click the Escape button and you should see it.
First open the Options for Controls and verify that you've selected the Keyboard + G27 and maybe the H-shifter at the top there. Because you want to use the H-Shifter, check to be sure Transmission farther down is set to "H-Shifter." Because I use the paddles on the G29 steering wheel instead to shift gears, I set Transmission to "Real Automatic."
Now go back to Options > Keys and Buttons. Look at the first four settings there such as for Throttle. Those first four settings should all say "N/A" for both Primary and Secondary, because you want to control these with your G27 pedals and not your keyboard. If they show something different, **first click the Unassign button and then click** the setting that shows something different such as "Left button" and change it to "N/A." You have to do this one setting at a time, which is a pain, but that's how it is.
Also make sure you only have one setting, primary, not secondary, for Shift Up and Shift Down there. Yours may already be set correctly, or you may have to experiment with the H-Shifter to set the settings to shift up and down. Without the H-shifter, I tell it to shift up with one paddle on the G29 and shift down with the other. (I do this by pulling the paddle in with the key Option I want to change highlighted. If you have to change it, you'll do it moving your H-shifter.) Secondary should say "N/A" for shifting.
Set the clutch pedal there using the G27 left-side pedal. Secondary to N/A.
Start/stop engine should be mapped to your keyboard's E key as primary. I leave Secondary for start/stop engine set to N/A.
If the G27 steering wheel has an L2 and an R2 button like the G29, you can map those to signal your turns conveniently by scrolling down and changing the turn signal options. (Select Left turn signal and press L2 on the steering wheel. Select Right turn signal and press R2 on the steering wheel. Much easier than hunting for a key on the keyboard at 65 mph.)
Now try again. If you're still having trouble, try Resetting all the ATS Controls at Options to Default and entering them one at a time again. .
