Not really by default no, traffic does not increase a ton during rush hours.
You do get fined for speeding and for being in accidents. Getting in an accident, even if the ai vehicle is at fault will still result in a fine. The game does not determine fault. You are fined for being in an accident.
This is not recommend for a new user to the game. Messing with the traffic value in the console will affect all traffic, including trains.
There are traffic mods in the Workshop that work to increase traffic but leave train spawn rates alone while increasing during your rush hour(peak traffic) times.
No. The map and time scale are 1:3 inside of cities and 1:20 outside of cities. This means there is a compromise between getting details into the map and leaving stuff out due to the scale.
No. Urban areas are not really fequented by the heavy trucks so they are either fully excluded or off limits.
For speeding and crashing yes, you are getting tickets. However the game doesn't decide on fault so you can get a ticket just for being involved (except if you are not moving at all then you aren't getting any ticket).
